The Franklin Roosevelt – coastal road connection is "in the cogs", the "Limassol-Saitta" soon to be completed, the "Evagora Lanitis" is reviewed

A meeting with the Limassol Municipality, Public Works and the Land Registry will be convened in September by the Department of Urban Planning to complete the procedures to call for tenders for the construction works of phase B of the Urban Planning Project of the connection of Franklin Roosevelt Avenue with the Limassol coastal road.

As "Entrepreneurial Limassol" had published months ago, the Planning Department had asked the Limassol Municipality to send  all the permits that exist for Turkish Cypriot and Greek Cypriot plots that fall within the new route, in order to see which are legal and which are illegal and to send the Land Registry Department the expropriation plans, in order to proceed with the necessary expropriations. 

The relevant file has been sent by the Limassol Municipality to the Town Planning Department, but gaps and deficiencies have been identified in it, while the situation in the area is still difficult, with the T/C properties and encroachments.

Therefore, a meeting will be organised with the Limassol Municipality, the Land Registry and the Department of Public Works, so that together they can try to find a solution. The buffer plan for the B phase of the link is ready and does not need updating.  What needs to be updated and is outstanding are the construction plans which are the responsibility of the Public Works Department.  

Efforts to implement the project, which will connect the rapidly growing area between the Marina and the new port to the city centre, began over a decade ago.

After a long delay, the completion of the first phase of the Limassol-Saitta road reconstruction is expected at the end of 2024, according to the latest estimate by the Public Works Department, while the original timetable predicted that it would take place in the spring of 2023. It should be noted that the delay so far was deemed justified by the Central Board of Changes and Claims.

This was also contributed to by the ever-increasing dimensions of the educational and at the same time residential zone, which is developing in the wider area of Palodia, around the under-construction first phase of the Limassol Saitta highway area 3,6 kilometres, from the junction of "Palais des Sports" to the passage to Palodia, which includes 6 kilometres of service roads, which was mentioned by "Entrepreneurial Limassol" in a recent report.

The deadline for project delivery was extended until October 14 due to some of the contractor's demands were considered justified, as the District Engineer of the Department of Public Works Panikos Panagiotou told us. After October 14, a penalty of four and a half thousand euros will be imposed on the contractor for each day of delay. Once the first phase of the road is completed, the Public Works Department will call for the construction of a temporary roundabout, at an expense already paid by the owner of the private school "The Island", until the permanent roundabout provided for in the second phase of the project is built.

The construction of Evagora Lanitis Avenue has been under review, following the position expressed by Limassol Mayor Yannis Armeftis that as designed it will not alleviate traffic, suggesting that in order to achieve this, the project should be extended west of Garilli with a bridge, so that through the Synergatismou Avenue, it will join the vertical Port-Hospital motorway.  

The Minister of Transport Alexis Vafeadis agreed with the Limassol Mayor's proposal and the Ministry has undertaken to study whether it is feasible to include the bridge in the project. Construction plans are being prepared for the Evagora Lanitis from 2021 and the submission of the design and construction plans for the double rectangular storm water drainage channel by the Limassol district Self-Government Organization (EOA) is pending, as the project is also flood controlled.

With the final submission of the study, it is estimated that within six months the construction works can be tendered, without the addition recommended by the Limassol Mayor.  As told by the Limassol District Municipality, they are proceeding normally with the design of the Evagora Lanitis culvert, with the prospect of completing it by the end of the year.

The construction of the Evagora Lanitis culvert, in order to connect April 1st road with Yiannou Kranidioti and the Polemidia junction, has been discussed for almost two decades.
